The Clermont County Prosecutor's Office released body camera footage of the arrest of 17-year-old Seth Riley.

Riley has been charged as an adult with attempted murder for an incident that took place last September.

Riley is accused of causing panic in the streets of New Richmond.

"There's someone shooting. There's someone shooting in a car," one 911 caller said.

As witnesses called 911, business owners rushed people indoors.

"Get them inside. Lock the door. Hurry, get inside," another 911 caller said.

Becca Vaske, the owner of the Green Kayak, previously described to WLWT what happened after hearing gunshots.

"That is when the vehicle that was involved in the situation came by, literally with a human standing on the vehicle, firing shots into the vehicle," Vaske said.

A New Richmond police officer chased after the SUV and made contact with the driver, who was clearly emotional.

"He was on top of the (expletive) car," the driver said.

Police said the feud between the teen and the driver started over an ounce of marijuana.

They said Riley hopped on the car when the driver tried to leave without paying all of what he owed.

"I stopped multiple times. He had a gun, so what was I supposed to do?" the driver said.

The officer eventually located a gun and then arrested Riley.

Riley was indicted on two counts of attempted murder, felonious assault and trafficking marijuana.

His attorneys recently filed a motion in court saying they will present evidence that his client acted in self-defense.
